QUALIFICATIONS
Background:
Richard Blum has over twenty years of experience being a Pension Actuary
and Consultant in the areas of employee benefits and employee communication.
Working in large consulting firms and life insurance company environments
has given Mr. Blum a wide spectrum of benefits experience. He founded
Richard Blum & Associates in 1985 in Ormond Beach, Florida and maintains
this practice today as its Pension Actuary and Consultant.
Education:
Mr. Blum completed both undergraduate and graduate courses leading to
a Bachelor of Arts in Mathematics from Queens College of the City University
of New York. He has attended professional courses at Northeastern University,
St. John's University, University of Hartford and University of Michigan.
Additionally, he has attended actuarial/technical programs given by the
New York City, Detroit, and Chicago Actuaries Clubs, the Society of Actuaries,
the American Society of Pension Actuaries and the American Academy of
Actuaries as well as the American Bar Association and the American Law
Institute.
Areas of Specialization:
Areas of specialty include small to medium size company pension plan design,
administration, plan documents, employee communications and training in
both the defined benefit and defined contribution plan areas. Mr. Blum
has been called upon numerous times by the courts in his area to act as
an expert witness in matters pertaining to employee benefits as they relate
to marital dissolutions and personal injury situations.

Mr. Blum is a member of the Society of Actuaries, American Academy of
Actuaries and the American Society of Pension Actuaries.
Speaking Engagements:
Mr. Blum has made employee benefits presentations to many groups around
